The Vista Road (Newton Le Willows) Management Company Limited is responsible for setting the annual levy as soon as practicable after the 1st January each year. The home owner is required to pay the levy 14 days from receipt of the invoice or interest will be charged at a rate of 4 percent above bank base rate and the debt is recoverable by action.


The directors of the Management Company decided that 14 days was unreasonable and therefore allow payment to be made up to 1st March each year. The current annual fee is £75 but a discount of £20 is granted if payment is made before this date. The loss of discount for late payment is so that Members who pay on time are not burdened with the cost of collecting debts from Members who do not.


The Management Company intends to keep the annual fee at this amount as long as is reasonably possible.


For Debt Collection the Management Company does not use the service of debt collectors since this can be expensive and cause distress to debtors. Instead the matter is prepared for litigation in the County Court and this can lead to a County Court judgement issued against the Member. The Company takes this action reluctantly but it has a duty to make sure that all payments are received. In addition the Company reserves the right to add the interest mentioned above and take other action.


If a Member has an outstanding debt it will not be possible for the Company to give consent for land transfer to a new owner when a property is sold. This requirement is indicated on the Sample Land Registry Title that can be downloaded from this website.
